Whether you go to France during summer or winter, the weather conditions throughout the year are generally ideal for you to experience great French sights, streets and structures. There are both advantages and disadvantages of going to France during the peak season or the off-season. You will save a lot taking a flight to France during the off-season because the airfare can cost about five times as much during the summer. Even the lodging rates are significantly high during the peak season.

Regulations of Silhouette Film Festival 2009

Article 1. ORGANIZATION

The FESTIVAL SILHOUETTE is organized by the Silhouette association (Silhouette), a not-for-profit organization whose responsibilities include, among others, the selection of films shown and competing during the festival.

The Festival will take place in Paris, France from August 30th to September 6th 2009.

Article 2. REGISTRATION

The Festival is open to all directors and producers of short films whatever their country of origin. All shooting formats are eligible. Selected films will be shown on 35mm or Pal DV.

Eligible films must have a running time of under 60 minutes. Deadline for entries is June 15th 2009. There is no entry fee.

Participants are required to send a DVD of the film accompanied by a completed submission form.

Article 3. SELECTION PROCESS

The selection committee is composed of members of Silhouette which are in charge of the artistic direction of the Festival. They all watch the submitted films and select the films for the competition and the out-of competition category.

Producers and filmmakers will be informed of the selection of their films and the selection will be definitively confirmed as soon as the print/DV is booked for the Festival and the film selected final form sent back to the Festival.

Final selection will be announced early August 2009 on the Festival website.

In order to broaden the diversity of films shown, the organizers also select out-of-competition films.

Article 4. SCREENING PROCESS

Film prints/DV must be sent to the Silhouette office and arrive before August 20th if no French subtitles are needed and before August 1st for the films which need to be subtitled. At least three stills must be emailed in high-resolution jpeg format and for the films screened in 35mm, a video device is requested (DV only).

As soon as the selection of the film is notified, the following material shall be sent to

Silhouette :
- a 2nd DVD of the film for promotional use of the Festival and for the deliberation of the juries
- the complete film in a DV format for promotional use of the official selection on any support (for films screened in 35mm only).

Only high quality prints will be accepted for the Festival screenings. Applicants requiring extra care for their prints should notify it when sending the print.

Silhouette shall undertake the subtitling in French of the films received without subtitles, at its own expenses.

Subject to payments that may be owed to collecting societies should the films be eligible to these payments, the screening of selected films during the Silhouette Festival shall not be compensated.

Liability of the Festival for the films entrusted to it will begin when the films are delivered to it by the carriers and will cease when the films are given to the carriers for return shipment. In case of damage or loss of material between reception and shipment of the films, the liability
of the Festival cannot exceed the cost of reprinting the film calculated on the basis of net prices at the rates applied in the various countries of production.

Silhouette reserves the right to cancel the event without compensation in the occurrence of a major problem beyond its control.

Article 5. FESTIVAL AND FILMS PROMOTION

The right holders of the selected films grant Silhouette, without compensation, the right to reproduce excerpts of the films (which extracts shall not exceed 10% of the duration of the film and in any case shall not exceed 3 minutes), stills, synopsis and/or any other texts related
to the films for use for the promotion of the Festival on any support and any media, included press and the internet.

The producers also hereby guarantee that they have the legal authority to grant such rights and have cleared all the rights related to the films (including but not limited to the music).

In order to promote the Silhouette film selection to professionals, foreign festivals and to the public, Silhouette shall ask the relevant right holders the authorization to broadcast the relevant films on the web sites run by Silhouette, free of charge. The broadcast shall not exceed 15 (fifteen) days. New material may be needed for the broadcast.

In order to promote the official selection of the Festival, Silhouette shall also organise screenings of selected films after the Festival, as a 'Festival Best-of'. For this matter, right owners who agree for their film to be screened during the 'Festival Best-of' shall allow Silhouette to keep DV tape provided previously. Right owners will be contacted for each screening.

Article 6. AWARDS

All the films selected are running for a single competition and several awards: the Jury Award, the Public Award and the Junior Jury Award.

The prizes attributed to award-winners shall be detailed later.

Award-winners shall use the relevant mention in their publicity material: Award for [Award title] - Silhouette 2009.

Article 7. INTELLECTUAL PROPERTY

The executor of the present document warrant and represent that he/she has full authority to execute this document and that he/she owns and/or controls the rights granted hereunder and shall hold Silhouette harmless against all claims, liabilities and expenses coming from any third parties regarding this matter.

Silhouette shall be granted the rights for subtitling the film in French, if needed.

Article 8. ARCHIVE

For the purpose of creating a short film resource centre, which shall be located in the premises of Silhouette and accessible to authorized persons only, VHS and DVDs received by Silhouette shall be kept by the Silhouette and may be transferred for better maintenance on new devices (included but not limited to digital support). Silhouette may use those devices for
its educational and non commercial activities.

Article 9. REGISTRATION CONDITIONS

Registering a film in the competition and participating in the Festival implies the full acceptance of all the aforementioned conditions.

Films in Competition, Out of Competition, Un Certain Regard

Article 1
The spirit of the Festival de Cannes is one of friendship and universal cooperation. Its aim is
to reveal and focus attention on works of quality in order to contribute to the evolution of
motion picture arts and to encourage development of the film industry throughout the world.

Article 2
The 62nd Festival de Cannes will be held from Wednesday May 13th to Sunday May 24th,
2009.

Article 3
The Board of Directors chooses and invites the films which will be presented in Competition,
Out of Competition or for Un Certain Regard.

Each film invited to be part of the Official Selection by the Board of Directors will receive a
Certificate of Participation.

Only films that meet the following conditions may be chosen for invitation in the Official
Selection:

• 1) Films that have been produced during the twelve months preceding the Festival;
• 2) Films that have not been released anywhere other than their country of origin;
• 3) Films that have not been presented at any other international motion picture event;
• 4) Films that have not been exhibited on Internet;
• 5) Films that respect the aims of the Festival as defined in Article 1;
• 6) If participating in the "short film" category, films that do not exceed 15 minutes in length,
including credits.

Article 4
Once a film has been selected it cannot be withdrawn from the Festival programme during the
event.

Article 5
During the entire duration of the Festival de Cannes, none of the films invited may be shown
outside the Festival's official theatres before its official screening.

Article 6
All films must be presented in their original language, with French subtitles. By "original
language" is meant the one in which a film is or will be exhibited in its country of origin.

It is for the Board of Directors to decide whether or not a film that does not exactly meet this
criterion may participate in the Festival. French films must be subtitled in English on the print.

All subtitling expenses are to be met by the film's producer. Moreover, all films with dialogues in a language different from English or French will be
electronically subtitled in English. The screening of those subtitles will be operated by the
Festival service provider.

Article 7
The Board of Directors designates the eight foreign and French members of the Jury for the
feature films in competition as well as its President.

Each Jury member votes by secret ballot. Decisions will be reached by an absolute majority of
votes in the first two ballots and by a relative majority vote in the following ballots. The President and the General Delegate of the Festival de Cannes will attend Jury deliberations but will take no part in the voting.

The Board of Directors also designates the four members and the President of the Jury for the
Cinéfondation and the short films in competition.

No person having taken part in the production or exploitation of a film in competition may be
on the Jury.

Article 8
The Jury is obliged to award:

• The Palme d'Or;
• The Grand Prix;
• The award for the Best Director;
• The Jury Prize;
• The award for the Best Screenplay;
• The award for the Best Actress;
• The award for the Best Actor.

The prize list must not contain more than one joint award. The Palme d'Or can never be
awarded jointly.

No film can receive more than one award. However, the award for the Best Screenplay and
the Jury Prize can be combined with a Best Performance award, on special dispensation of the
Festival's President.

Article 8 bis
SHORT FILMS

Besides the Cinéfondation prizes, the Cinéfondation and Short Film Jury is obliged to award:

• The Palme d'Or - Short Film.

Article 9
The producers of feature films participating in Competition at the Festival de Cannes agrees
to refrain from entering their films in competition at other international motion picture events
should their films be awarded the Palme d'Or or the Grand Prix.

Films chosen to be part of the Official Selection agree to use the "Official Selection" logotype
of the Festival de Cannes on all publicity. What is more, when publicising awards, the award
winners and distribution companies agree to use the exact wording of the awards as set out in
the graphic charter of the Festival de Cannes.

Article 10
All films to be submitted for the Official Selection must be entered by March 17th, 2009.
An entry form must be filled out on our website www.festival-cannes.com prior to this date.

A print, videocassette or DVD of the films submitted for selection must reach the Festival by
March 20th, 2009.

Article 11
Complete documentation for each selected film is to be made available to the Film
Department when required.

The final print of each invited film must reach the sole receiving shipping agent accredited by
the Festival de Cannes by May 11th, 2009.

In case the final print does not reach the Festival by May 11th, 2009, the film won’t be
screened. This dead-line is imperative.

A stand-by print of each film with subtitles must be provided to the Festival de Cannes before
the start of the Festival.

Article 12
Expenses for the shipping (for both import and export), screening and translation of films
and/or cassettes presented to the Selection Committee with a view to their possible selection,
are to be met by the film's producers or relevant body.

All expenses for the transportation (round trip) and insurance of prints are also the
responsibility of their owner.

The Festival de Cannes covers storage and insurance costs for the prints of selected films
while they are inside the official boundaries of the Festival, in Cannes.
Should a print be lost or damaged, the Festival's responsibility may only be engaged to the
extent of the value indicated by the producer on the Technical Data Sheet (Fiche Technique).

Article 13

The President of the Association Française du Festival International du Film has the power to
settle all cases not covered by the present rules and regulations.

Article 14
Participation in the Festival de Cannes implies acceptance of all the aforementioned
regulations and respect of preselection conditions.
Should any dispute arise regarding the interpretation of an article in these regulations, their
original French version is binding.

These rules apply to all sections of the official selection: Competition, Out of Competition,
Un Certain Regard (except Cinéfondation - cf. Cinéfondation Rules and Regulations).

Call for Entries: 41th Directors Fortnight

Regulations for Directors' Fortnight selection.

The 41th Directors' Fortnight is organized by the French Directors Guild and will take place in May 14 - 24, 2009, during the Cannes Film Festival.


ARTICLE 1. SUBMISSION REQUIREMENTS.
Except special cases, all films submitted for the Directors' Fortnight must fulfill the following requirements:

1- Films should have been made within the 12 months prior to the date of the festival ( between May 2008 and April 2009)

2- Films should be in 35 mm format (films initially shot in 16 mm or in video, should be kinescoped in 35 mm prior to their presentation in Cannes)

3- Films should not have been shown over the Internet or been broadcasted on French TV or been commercially released in France.

4- With the exception of foreign films in their country of origin, they should not have been presented at any international festival or film event (except in the context of a film market).

This last point (4-) does not concern the short film category (running time under 60 minutes.)


ARTICLE 2. SELECTION.
The films screened during the Directors' Fortnight are selected under the responsibility of the Artistic Director, who is appointed by the board of directors of the French Directors Guild.


ARTICLE 3. INSCRIPTION.
Opening date for submissions is Dec. 15, 2008.
Entry form can be filled out as of this date.

Final entry deadline is March 27, 2009.

Films submitted for pre-selection (for features: on film, or DVD; for shorts, only DVD) must arrive at the offices of the Directors' Fortnight before April 10, 2009.

For pre-selection, French subtitling is not required if the film is in English or with English subtitles.


ARTICLE 4. REGISTRATION FEES.
Any submission of a feature film - whatever the format sent for the pre-selection screening - must include payment of entry fee of € 120 (one hundred and twenty euros). Short films (running under 60 mn) are exempt from these fees.

The payment can be made

ARTICLE 5. PRE-SELECTION - PRINTS.
Prints of foreign films (Except European Union) are admitted into France under temporary admission status, provided they are shipped prepaid to the Directors' Fortnight shipping agent :

ARTICLE 6. PRE-SELECTION. - DVD.
DVDs must be sent directly to the Directors' Fortnight office in Paris at: Quinzaine des Réalisateurs, Bureau des Films, 14 rue Alexandre Parodi, 75010 Paris, France, with the mention "For cultural use only".

If a DVD is sent through an express delivery service, all shipping costs, custom duties and taxes in France must be paid by the sender (this must be mentioned on shipping forms).

Any DVDs sent to the Directors' Fortnight office for pre-selection will be returned to the sender only upon written request. This request must be received by the Directors' Fortnight office no later than June 30, 2009. After that date, all materials submitted for pre-selection will be destroyed by the Directors' Fortnight.


ARTICLE 7. PRESELECTION - SHIPPING AND INSURANCE.
For all the films sent to the Directors' Fortnight for pre-selection, all shipping and return shipping, insurance costs as well as custom taxes and fees - and print transport in Paris, are to be paid for by the sender.

In case of loss or damage to a print, the insurance company of the Directors' Fortnight will reimburse an amount not exceeding the value of the lab print.


ARTICLE 8. SELECTION - SUBTITLING.
Films selected by the Directors' Fortnight are screened in Cannes with French subtitles (for foreign films) and English subtitles (for French films). Subtitling is at the producer's charge.

The producer must provide English and/or French subtitle files to Titra Film labs, commissioned by the Directors' Fortnight to provide electronic subtitling of the official screenings (in English for foreign films in languages other than French or English).

We remind you that French subtitling is not required for submission to the selection (pre-selection) committee if the film is in English.


ARTICLE 9. SELECTION - SHIPPING AND INSURANCE.
For officially selected films, only transport costs between screening locations during the Festival are covered by the Directors' Fortnight. This does not include screenings organized by the producer or rights owner of a film. Storage and insurance costs at the cinema where the screenings are held in Paris (for pre-selection) and in Cannes are also covered by the Directors' Fortnight.

In case of loss or damage to a print, the insurance company of the Directors' Fortnight will reimburse an amount not exceeding the value of the lab print.


ARTICLE 10. SELECTION - MATERIAL.
Information on each selected film to appear in the catalogue must be sent later on to the Directors' Fortnight office in Paris. a DVD of the film as well as a subtitle list and TV clips (Betacam) must be delivered before the Festival. The TV clips are used by TV channels during the Festival, and later only if authorized by the producer.

Prints of the films screened at the Directors' Fortnight must be in 35 mm only, technically excellent with readable subtitles.
As a promotional means for the entire selection, the Directors' Fortnight website may, for as long as it wishes, use any photo or digital film clip not exceeding three minutes.


ARTICLE 11. SCHEDULES.
Dates, times and locations of screenings during the Festival will be made known to the participants in May, 2009.
If the Directors' Fortnight wishes, a press screening of a selected film can be organized prior to the festival. No opposition by the rights owner is possible.

During the Festival, selected films may not be screened elsewhere in Cannes before their official presentation at the Directors' Fortnight, at the risk of being excluded from the event.


ARTICLE 12. AWARDS.
All first features presented at the Directors' Fortnight are eligible for the Caméra d'Or prize, awarded during the official award ceremony of the Cannes Film Festival.

The films presented at the Directors' Fortnight are also eligible for the following prizes (based on criteria set by each partner association): the SACD prize, the Label Europa Cinemas, the Art et Essai CICAE and Regards Jeunes prizes for feature films, the Gras Savoye prize for short films.


ARTICLE 13. REPEAT SCREENINGS.
Screenings of selected films are held at the Directors' Fortnight in Cannes, and traditionally receive repeat screenings in Paris, in Marseille, Rome, Milan and Bruxelles, and this without any exception .

The producer must inform his sales agent, his French distributor and the distributor of the repeat screening country of these obligatory repeat screenings.


ARTICLE 14. PROMOTION MATERIAL.

For the commercial release in any country of a film selected at the Directors' Fortnight, all promotional materials (posters, trailers, etc.) must include the logo of the "Quinzaine des Réalisateurs (Directors' Fortnight)," which can be downloaded from our website.


ARTICLE 15. RESPONSABILITIES OF THE ORGANIZERS.

The Directors' Fortnight reserves the right to use all data from registration forms as provided for by the law nº78.17 of 6 January 1978 (In accordance with the data-processing, files and freedoms act, any participant has the right to access and correct only data concerning him. This right is exercised by the French Directors' Guild.

The Directors' Fortnight declines any responsibility for registration applications not received. The board of directors of the Société des Réalisateurs de Films has the right to settle all cases not provided for in the present regulations. It reserves the right to suspend, cancel, or postpone the event or to modify the regulations, at any time, according to the requirements of its exploitation. No compensation of any kind can be made to the participants. Participation in The Directors' Fortnight implies acceptance of the aforementioned regulations.
