Call for Submissions: PIFAN It Project 2009
2009 It Project Regulations
PIFAN
The following regulations govern the rights and duties of the applicants to It Project, the applicants selected for participation in It Project (“It Project participants”), and the It Project participants receiving It
Project awards. These regulations shall be deemed to have been read by each applicant before submission of the It Project application and shall become effective with respect to each application immediately upon submission of the application.
ARTICLE 1. PROJECT REQUIREMENTS
- Feature-length film project for theatrical release
- Project in any stage of production from development, pre-production, production to post-production
(The project completed before the time of It Project 2009 shall not be accepted.)
- Only those projects not fully financed are eligible.
(Financing partially-secured from other sources can be accepted.)
ARTICLE 2. PROJECT SUBMISSION
Deadline & Responsibilities
- All the required materials should be submitted no later than April 17, 2009.
- All the materials indicated below are mandatory for a successful submission. Missing of any of the materials will cause exclusion from the consideration for selection.
- None of the submitted materials can be returned to the sender.
- 2009 It Project declines any responsibility in the event of damaged delivery or non-delivery for the submission files transmitted by any means of transportation and for any reason.

b. Materials
- All the materials should be sent by airmail and please make sure to have all the materials arrived no later than April 17, 2009.
- Required materials are as follows:
1 DVD(s) of director's previous work(s)
2 Footage or promo-reel of the project (if available)
3 Documents indicating the scope of the rights that the applicant has to the project (e.g., signed certificates of the writer and the proposed director expressing their intent to participate in the project; or copies of signed writer agreement and director agreement).
ARTICLE 3. SELECTED PROJECTS
Once a project is selected for participation in the 2009 It Project, the following regulations apply:
It Project Selection Requisites
- Once a project is selected, at least one of the eligible applicants of the selected project (in event that the applicant is a company, an officer of sufficient authority)(“representatives”) is obliged to attend for 5
days during 2009 It Project and handle the arranged meetings by It Project Team.
- If none of the representatives could attend It Project, the selection of the project is automatically cancelled.
Benefits
- For each selected project, 2009 It Project will offer return flight ticket and 5 night accommodation to director and 5 night accommodation to producer.
- Participants of the selected project for It Project will be provided a complimentary badge which gives a free access to all programs of NAFF2009 and PiFan2009.
Promotion
- It Project Team will pre-arrange the meetings between It Project participants and other participants of Network of Asian Fantastic Films (NAFF) showing interest in the projects of It Project participants. Project
representatives can choose companies in advance from the provided list of It Project /NAFF2009 participants.
- Throughout the process of meeting arrangement, project representatives will not be able to veto certain meetings upon their preference.
- As all the meetings will be carried out in English, at least one English-spoken participant will be required to each selected project. It Project will not provide any kind of translation or interpretation service for
any of the project meetings. For the translator hired by the project team, a translator badge will be given.
- A project selected for participation in It Project is kindly required to put the It Project logo along with a line mentioning its presentation at It Project, on its credit list once it is completed into film. It Project logo will be provided upon request.
ARTICLE 4. It Project AWARDS
- All the selected It Project projects are eligible for It Project Awards subject to the conditions of eligibility of each award, thus are obliged to meet with the representatives of each award sponsoring organization.
The meetings will be pre-arranged by It Project Team according to the relevant meeting arranging process.
- Once a project wins any of the It Project official awards, upon its completion into film, the project should put the logos of sponsoring company/organization, logo of It Project and a line mentioning the winning of the award on its opening credit. The logo of It Project and the sponsoring company/organization will be provided upon request. If necessary, the sponsoring company/organization will request a written agreement on this before the payment of the award.

Entering it’s 5th year, Asian Film Academy welcomes the talented young filmmakers in Asia!
Asian Film Academy (AFA) is an educational program where young Asian filmmakers can practice filmmaking and learn philosophy of cinema through the production of short films, workshops, master-classes, lectures and mentoring under the direction of the prominent Asian directors and talented faculty staffs from Korea.
AFA 2009 will be held for 17 days from October 1 to 17. Application period will be from April 1 to May 30, 2009. Applicants for the program should submit application form, other requested documents and portfolio to AFA office.
AFA anticipates the passionate and aspiring young Asian filmmakers to participate!

2. Who has professional experience in directing, cinematography, editing or sound design at least for two short films or has
worked as a main staff more than one feature film.
3. Who can communicate in English.
4. Who submits all required documents and supporting materials.
5. Who can diligently attend all programs during the 17 days session.
6. Who has never attended AFA before.

4. Portfolio: VHS or DVD format of your film that you worked as a director, cinematographer or a main member of film crew.

Deadline & Responsibilities
- All the required materials should be submitted no later than April 17, 2009.
- All the materials indicated below are mandatory for a successful submission. Missing of any of the materials will cause exclusion from the consideration for selection.
- None of the submitted materials can be returned to the sender.
- 2009 It Project declines any responsibility in the event of damaged delivery or non-delivery for the submission files transmitted by any means of transportation and for any reason.

ARTICLE 3. SELECTED PROJECTS
Once a project is selected for participation in the 2009 It Project, the following regulations apply:
It Project Selection Requisites
- Once a project is selected, at least one of the eligible applicants of the selected project (in event that the applicant is a company, an officer of sufficient authority)(“representatives”) is obliged to attend for 5
days during 2009 It Project and handle the arranged meetings by It Project Team.
- If none of the representatives could attend It Project, the selection of the project is automatically cancelled.
Benefits
- For each selected project, 2009 It Project will offer return flight ticket and 5 night accommodation to director and 5 night accommodation to producer.
- Participants of the selected project for It Project will be provided a complimentary badge which gives a free access to all programs of NAFF2009 and PiFan2009.
Promotion
- It Project Team will pre-arrange the meetings between It Project participants and other participants of Network of Asian Fantastic Films (NAFF) showing interest in the projects of It Project participants. Project
representatives can choose companies in advance from the provided list of It Project /NAFF2009 participants.
- Throughout the process of meeting arrangement, project representatives will not be able to veto certain meetings upon their preference.
- As all the meetings will be carried out in English, at least one English-spoken participant will be required to each selected project. It Project will not provide any kind of translation or interpretation service for
any of the project meetings. For the translator hired by the project team, a translator badge will be given.
- A project selected for participation in It Project is kindly required to put the It Project logo along with a line mentioning its presentation at It Project, on its credit list once it is completed into film. It Project logo will be provided upon request.
ARTICLE 4. It Project AWARDS
- All the selected It Project projects are eligible for It Project Awards subject to the conditions of eligibility of each award, thus are obliged to meet with the representatives of each award sponsoring organization.
The meetings will be pre-arranged by It Project Team according to the relevant meeting arranging process.
- Once a project wins any of the It Project official awards, upon its completion into film, the project should put the logos of sponsoring company/organization, logo of It Project and a line mentioning the winning of the award on its opening credit. The logo of It Project and the sponsoring company/organization will be provided upon request. If necessary, the sponsoring company/organization will request a written agreement on this before the payment of the award.

Entering it’s 5th year, Asian Film Academy welcomes the talented young filmmakers in Asia!
Asian Film Academy (AFA) is an educational program where young Asian filmmakers can practice filmmaking and learn philosophy of cinema through the production of short films, workshops, master-classes, lectures and mentoring under the direction of the prominent Asian directors and talented faculty staffs from Korea.
AFA 2009 will be held for 17 days from October 1 to 17. Application period will be from April 1 to May 30, 2009. Applicants for the program should submit application form, other requested documents and portfolio to AFA office.
AFA anticipates the passionate and aspiring young Asian filmmakers to participate!

Entering it’s 5th year, Asian Film Academy welcomes the talented young filmmakers in Asia!
Asian Film Academy (AFA) is an educational program where young Asian filmmakers can practice filmmaking and learn philosophy of cinema through the production of short films, workshops, master-classes, lectures and mentoring under the direction of the prominent Asian directors and talented faculty staffs from Korea.
AFA 2009 will be held for 17 days from October 1 to 17. Application period will be from April 1 to May 30, 2009. Applicants for the program should submit application form, other requested documents and portfolio to AFA office.
AFA anticipates the passionate and aspiring young Asian filmmakers to participate!

Eligibility
1. Who has an UN defined Asian nationality (18 years old or older) seeking one's dream and future in film.
2. Who has professional experience in directing, cinematography, editing or sound design at least for two short films or has
worked as a main staff more than one feature film.
3. Who can communicate in English.
4. Who submits all required documents and supporting materials.
5. Who can diligently attend all programs during the 17 days session.
6. Who has never attended AFA before.

4. Portfolio: VHS or DVD format of your film that you worked as a director, cinematographer or a main member of film crew.

1. Eligibility
Pusan International Film Festival accepts features, documentaries, short films and animation.
Regarding the festival screening format, 35mm, 16mm, HD (only 24p), Digital Beta, Betacam and Digital Video (either PAL or NTSC) are acceptable. However, we do not accept DVC PRO, DVD, and non-24p HD in any case.
The film has to be produced no earlier than Oct 2008. The festival program gives priority to world or international premiere screenings and 35mm formats.
2. Submission Regulation
Short films have to be postmarked by June 30th and all feature and documentary submissions have to be postmarked by July 30th at the latest. There is no entry fee. Although there is no strict form provided for submission, it is advised to submit your film through the Online Submission.
The screener has to be provided on DVD or VHS (PAL or NTSC) format. All non-English language films have to be subtitled in English. It is recommended to mark the English title and the contact information, i.e. email address on the surface of the screener. 7) Wide Angle
A section dedicated in showing the outstanding short films, animation, documentaries, and experimental films presenting different and distinct vision via broader cinematic viewpoints.
8) Open Cinema
A collection of new films, combining both art and mass popularity, along with internationally acclaimed works, are shown at the unique outdoor screening venue.
9) Flash Forward
Flash Forward is set to discover yet-surfaced cineastes and create buzz among the young film generation. This section is an eclectic collection of first or second films of up-and-coming filmmakers from non-Asian countries.
10) Midnight Passion
Midnight Passion presents films of diverse genres selected for entertaining value from all over the world to meet the audience at night.
11) Special Programs in Focus
A retrospective and/or a special showcase of films by a certain notable director or genre.
6. Awards
New Currents Award
New Currents Award is given to two best feature films selected from works of new Asian directors in New Currents section, the only competitive section of PIFF. The jury consisted of world-famous film experts will choose winner with the hopes to encourage continuous endeavor of discovering hidden jewels of Asian cinema, and US$30,000 will be awarded to each film.
Sonje Award
This award is given to the best Korean and Asian short films in Wide Angle section, to assist in producing another masterpiece by providing KRW 10,000,000 (approx. $8,000) for each director.
PIFF Mecenat Award
PIFF Mecenat Award is granted to the best Korean and Asian documentary films from Wide Angle section. A cash award of 10,000,000 KRW (approx. $8,000) is given to the each director for the purpose of assisting in the best production.
KNN Award
Voted by the audiences during the festival, this award is presented by KNN foundation to the most popular film from New Currents section. US$20,000 will be awarded to its director.

Call for Entries: Silhouette Film Festival 2009
Regulations of Silhouette Film Festival 2009
Article 1. ORGANIZATION
The FESTIVAL SILHOUETTE is organized by the Silhouette association (Silhouette), a not-for-profit organization whose responsibilities include, among others, the selection of films shown and competing during the festival.
The Festival will take place in Paris, France from August 30th to September 6th 2009.
Article 2. REGISTRATION
The Festival is open to all directors and producers of short films whatever their country of origin. All shooting formats are eligible. Selected films will be shown on 35mm or Pal DV.
Eligible films must have a running time of under 60 minutes. Deadline for entries is June 15th 2009. There is no entry fee.
Participants are required to send a DVD of the film accompanied by a completed submission form.
Article 3. SELECTION PROCESS
The selection committee is composed of members of Silhouette which are in charge of the artistic direction of the Festival. They all watch the submitted films and select the films for the competition and the out-of competition category.
Producers and filmmakers will be informed of the selection of their films and the selection will be definitively confirmed as soon as the print/DV is booked for the Festival and the film selected final form sent back to the Festival.
Final selection will be announced early August 2009 on the Festival website.
In order to broaden the diversity of films shown, the organizers also select out-of-competition films.
Article 4. SCREENING PROCESS
Film prints/DV must be sent to the Silhouette office and arrive before August 20th if no French subtitles are needed and before August 1st for the films which need to be subtitled. At least three stills must be emailed in high-resolution jpeg format and for the films screened in 35mm, a video device is requested (DV only).
As soon as the selection of the film is notified, the following material shall be sent to
Silhouette :
- a 2nd DVD of the film for promotional use of the Festival and for the deliberation of the juries
- the complete film in a DV format for promotional use of the official selection on any support (for films screened in 35mm only).
Only high quality prints will be accepted for the Festival screenings. Applicants requiring extra care for their prints should notify it when sending the print.
Silhouette shall undertake the subtitling in French of the films received without subtitles, at its own expenses.
Subject to payments that may be owed to collecting societies should the films be eligible to these payments, the screening of selected films during the Silhouette Festival shall not be compensated.
Liability of the Festival for the films entrusted to it will begin when the films are delivered to it by the carriers and will cease when the films are given to the carriers for return shipment. In case of damage or loss of material between reception and shipment of the films, the liability
of the Festival cannot exceed the cost of reprinting the film calculated on the basis of net prices at the rates applied in the various countries of production.
Silhouette reserves the right to cancel the event without compensation in the occurrence of a major problem beyond its control.
Article 5. FESTIVAL AND FILMS PROMOTION
The right holders of the selected films grant Silhouette, without compensation, the right to reproduce excerpts of the films (which extracts shall not exceed 10% of the duration of the film and in any case shall not exceed 3 minutes), stills, synopsis and/or any other texts related
to the films for use for the promotion of the Festival on any support and any media, included press and the internet.
The producers also hereby guarantee that they have the legal authority to grant such rights and have cleared all the rights related to the films (including but not limited to the music).
In order to promote the Silhouette film selection to professionals, foreign festivals and to the public, Silhouette shall ask the relevant right holders the authorization to broadcast the relevant films on the web sites run by Silhouette, free of charge. The broadcast shall not exceed 15 (fifteen) days. New material may be needed for the broadcast.
In order to promote the official selection of the Festival, Silhouette shall also organise screenings of selected films after the Festival, as a 'Festival Best-of'. For this matter, right owners who agree for their film to be screened during the 'Festival Best-of' shall allow Silhouette to keep DV tape provided previously. Right owners will be contacted for each screening.
Article 6. AWARDS
All the films selected are running for a single competition and several awards: the Jury Award, the Public Award and the Junior Jury Award.
The prizes attributed to award-winners shall be detailed later.
Award-winners shall use the relevant mention in their publicity material: Award for [Award title] - Silhouette 2009.
Article 7. INTELLECTUAL PROPERTY
The executor of the present document warrant and represent that he/she has full authority to execute this document and that he/she owns and/or controls the rights granted hereunder and shall hold Silhouette harmless against all claims, liabilities and expenses coming from any third parties regarding this matter.
Silhouette shall be granted the rights for subtitling the film in French, if needed.
Article 8. ARCHIVE
For the purpose of creating a short film resource centre, which shall be located in the premises of Silhouette and accessible to authorized persons only, VHS and DVDs received by Silhouette shall be kept by the Silhouette and may be transferred for better maintenance on new devices (included but not limited to digital support). Silhouette may use those devices for
its educational and non commercial activities.
Article 9. REGISTRATION CONDITIONS
Registering a film in the competition and participating in the Festival implies the full acceptance of all the aforementioned conditions.

The FESTIVAL SILHOUETTE is organized by the Silhouette association (Silhouette), a not-for-profit organization whose responsibilities include, among others, the selection of films shown and competing during the festival.
The Festival will take place in Paris, France from August 30th to September 6th 2009.

The Festival is open to all directors and producers of short films whatever their country of origin. All shooting formats are eligible. Selected films will be shown on 35mm or Pal DV.
Eligible films must have a running time of under 60 minutes. Deadline for entries is June 15th 2009. There is no entry fee.
Participants are required to send a DVD of the film accompanied by a completed submission form.
Article 3. SELECTION PROCESS
The selection committee is composed of members of Silhouette which are in charge of the artistic direction of the Festival. They all watch the submitted films and select the films for the competition and the out-of competition category.
Producers and filmmakers will be informed of the selection of their films and the selection will be definitively confirmed as soon as the print/DV is booked for the Festival and the film selected final form sent back to the Festival.
Final selection will be announced early August 2009 on the Festival website.
In order to broaden the diversity of films shown, the organizers also select out-of-competition films.

The 1st Philippine Digital Music and Short Film Festival and Awards (Phil Digi Awards) wrapped up with a two-day music and film congress and red carpet night last Mar. 11 and 12, 2009 at the World Trade Center.
This joint project by Isys Business Solution and Thumbsinteractiv, in cooperation with Blue Fish Asia, aimed to discover fresh Filipino talents in the field of music and filmmaking through online film and music competitions – bringing the independent film industry to the open and market its potentials. Receiving a whopping number of entries from students, amateurs, and professional music artists and filmmakers, it boasted of over 300 music entries and 40 short film entries from rising Filipino artists.
The two-day event was a great night for Filipino film and music performances courtesy of professionals, students, and newcomers in the industry – showcasing and celebrating both professional and amateur talents. The congress featured seminars and workshops on film, animation, music, the protection of Filipino art works, and the business opportunities in the creative industry. Key topics included: artist development and management, copyrights, publishing rights, anti-piracy, finding grants, filmmaking, music recording, animation trends, film classification, original content production, among others. There were also features on independent and commercial film directors and musicians.

Films in Competition, Out of Competition, Un Certain Regard
Article 1
The spirit of the Festival de Cannes is one of friendship and universal cooperation. Its aim is
to reveal and focus attention on works of quality in order to contribute to the evolution of
motion picture arts and to encourage development of the film industry throughout the world.
Article 2
The 62nd Festival de Cannes will be held from Wednesday May 13th to Sunday May 24th,
2009.
Article 3
The Board of Directors chooses and invites the films which will be presented in Competition,
Out of Competition or for Un Certain Regard.
Each film invited to be part of the Official Selection by the Board of Directors will receive a
Certificate of Participation.
Only films that meet the following conditions may be chosen for invitation in the Official
Selection:
• 1) Films that have been produced during the twelve months preceding the Festival;
• 2) Films that have not been released anywhere other than their country of origin;
• 3) Films that have not been presented at any other international motion picture event;
• 4) Films that have not been exhibited on Internet;
• 5) Films that respect the aims of the Festival as defined in Article 1;
• 6) If participating in the "short film" category, films that do not exceed 15 minutes in length,
including credits.
Article 4
Once a film has been selected it cannot be withdrawn from the Festival programme during the
event.
Article 5
During the entire duration of the Festival de Cannes, none of the films invited may be shown
outside the Festival's official theatres before its official screening.
Article 6
All films must be presented in their original language, with French subtitles. By "original
language" is meant the one in which a film is or will be exhibited in its country of origin.
It is for the Board of Directors to decide whether or not a film that does not exactly meet this
criterion may participate in the Festival. French films must be subtitled in English on the print.
All subtitling expenses are to be met by the film's producer. Moreover, all films with dialogues in a language different from English or French will be
electronically subtitled in English. The screening of those subtitles will be operated by the
Festival service provider.
Article 7
The Board of Directors designates the eight foreign and French members of the Jury for the
feature films in competition as well as its President.
Each Jury member votes by secret ballot. Decisions will be reached by an absolute majority of
votes in the first two ballots and by a relative majority vote in the following ballots. The President and the General Delegate of the Festival de Cannes will attend Jury deliberations but will take no part in the voting.
The Board of Directors also designates the four members and the President of the Jury for the
Cinéfondation and the short films in competition.
No person having taken part in the production or exploitation of a film in competition may be
on the Jury.
Article 8
The Jury is obliged to award:
• The Palme d'Or;
• The Grand Prix;
• The award for the Best Director;
• The Jury Prize;
• The award for the Best Screenplay;
• The award for the Best Actress;
• The award for the Best Actor.
The prize list must not contain more than one joint award. The Palme d'Or can never be
awarded jointly.
No film can receive more than one award. However, the award for the Best Screenplay and
the Jury Prize can be combined with a Best Performance award, on special dispensation of the
Festival's President.
Article 8 bis
SHORT FILMS
Besides the Cinéfondation prizes, the Cinéfondation and Short Film Jury is obliged to award:
• The Palme d'Or - Short Film.
Article 9
The producers of feature films participating in Competition at the Festival de Cannes agrees
to refrain from entering their films in competition at other international motion picture events
should their films be awarded the Palme d'Or or the Grand Prix.
Films chosen to be part of the Official Selection agree to use the "Official Selection" logotype
of the Festival de Cannes on all publicity. What is more, when publicising awards, the award
winners and distribution companies agree to use the exact wording of the awards as set out in
the graphic charter of the Festival de Cannes.

Article 10

An entry form must be filled out on our website www.festival-cannes.com prior to this date.

Complete documentation for each selected film is to be made available to the Film
Department when required.
The final print of each invited film must reach the sole receiving shipping agent accredited by
the Festival de Cannes by May 11th, 2009.
In case the final print does not reach the Festival by May 11th, 2009, the film won’t be
screened. This dead-line is imperative.
A stand-by print of each film with subtitles must be provided to the Festival de Cannes before
the start of the Festival.
Article 12
Expenses for the shipping (for both import and export), screening and translation of films
and/or cassettes presented to the Selection Committee with a view to their possible selection,
are to be met by the film's producers or relevant body.
All expenses for the transportation (round trip) and insurance of prints are also the
responsibility of their owner.
The Festival de Cannes covers storage and insurance costs for the prints of selected films
while they are inside the official boundaries of the Festival, in Cannes.
Should a print be lost or damaged, the Festival's responsibility may only be engaged to the
extent of the value indicated by the producer on the Technical Data Sheet (Fiche Technique).
Article 13
The President of the Association Française du Festival International du Film has the power to
settle all cases not covered by the present rules and regulations.
Article 14
Participation in the Festival de Cannes implies acceptance of all the aforementioned
regulations and respect of preselection conditions.
Should any dispute arise regarding the interpretation of an article in these regulations, their
original French version is binding.
These rules apply to all sections of the official selection: Competition, Out of Competition,
Un Certain Regard (except Cinéfondation - cf. Cinéfondation Rules and Regulations).

Call for Entries: 41th Directors Fortnight
Regulations for Directors' Fortnight selection.
The 41th Directors' Fortnight is organized by the French Directors Guild and will take place in May 14 - 24, 2009, during the Cannes Film Festival.
ARTICLE 1. SUBMISSION REQUIREMENTS.
Except special cases, all films submitted for the Directors' Fortnight must fulfill the following requirements:
1- Films should have been made within the 12 months prior to the date of the festival ( between May 2008 and April 2009)
2- Films should be in 35 mm format (films initially shot in 16 mm or in video, should be kinescoped in 35 mm prior to their presentation in Cannes)
3- Films should not have been shown over the Internet or been broadcasted on French TV or been commercially released in France.
4- With the exception of foreign films in their country of origin, they should not have been presented at any international festival or film event (except in the context of a film market).
This last point (4-) does not concern the short film category (running time under 60 minutes.)
ARTICLE 2. SELECTION.
The films screened during the Directors' Fortnight are selected under the responsibility of the Artistic Director, who is appointed by the board of directors of the French Directors Guild.
ARTICLE 3. INSCRIPTION.
Opening date for submissions is Dec. 15, 2008.
Entry form can be filled out as of this date.
Final entry deadline is March 27, 2009.

For officially selected films, only transport costs between screening locations during the Festival are covered by the Directors' Fortnight. In case of loss or damage to a print, the insurance company of the Directors' Fortnight will reimburse an amount not exceeding the value of the lab print.

Prints of the films screened at the Directors' Fortnight must be in 35 mm only, technically excellent with readable subtitles.
As a promotional means for the entire selection, the Directors' Fortnight website may, for as long as it wishes, use any photo or digital film clip not exceeding three minutes.

Dates, times and locations of screenings during the Festival will be made known to the participants in May, 2009.
If the Directors' Fortnight wishes, a press screening of a selected film can be organized prior to the festival. No opposition by the rights owner is possible.
During the Festival, selected films may not be screened elsewhere in Cannes before their official presentation at the Directors' Fortnight, at the risk of being excluded from the event.

Screenings of selected films are held at the Directors' Fortnight in Cannes, and traditionally receive repeat screenings in Paris, in Marseille, Rome, Milan and Bruxelles, and this without any exception .
The producer must inform his sales agent, his French distributor and the distributor of the repeat screening country of these obligatory repeat screenings.
ARTICLE 14. PROMOTION MATERIAL.
For the commercial release in any country of a film selected at the Directors' Fortnight, all promotional materials (posters, trailers, etc.) must include the logo of the "Quinzaine des Réalisateurs (Directors' Fortnight)," which can be downloaded from our website.
ARTICLE 15. RESPONSABILITIES OF THE ORGANIZERS.
The Directors' Fortnight reserves the right to use all data from registration forms as provided for by the law nº78.17 of 6 January 1978 (In accordance with the data-processing, files and freedoms act, any participant has the right to access and correct only data concerning him. This right is exercised by the French Directors' Guild.
The Directors' Fortnight declines any responsibility for registration applications not received. The board of directors of the Société des Réalisateurs de Films has the right to settle all cases not provided for in the present regulations. It reserves the right to suspend, cancel, or postpone the event or to modify the regulations, at any time, according to the requirements of its exploitation. No compensation of any kind can be made to the participants. Participation in The Directors' Fortnight implies acceptance of the aforementioned regulations.
The 41th Directors' Fortnight is organized by the French Directors Guild and will take place in May 14 - 24, 2009, during the Cannes Film Festival.

3- Films should not have been shown over the Internet or been broadcasted on French TV or been commercially released in France.
4- With the exception of foreign films in their country of origin, they should not have been presented at any international festival or film event (except in the context of a film market).
This last point (4-) does not concern the short film category (running time under 60 minutes.)

The films screened during the Directors' Fortnight are selected under the responsibility of the Artistic Director, who is appointed by the board of directors of the French Directors Guild.

SM Holds 1st CINEXPO
SM Holds 1st CINEXPO
The 1st CINEXPO held last Feb. 17-18, 2009 at the SMX Convention Center brought together movie industry companies, media partners, ad agencies, film professionals, and student organizations for the first ever cinema convention in the Philippines. The event opened the door to the discussion of the latest cinema trends and issues, networking and partnerships, and exhibition of films, various media products, and services.
The CINEXPO featured the latest technological advances and the changing currents in cinema where film producers, production companies, distributors, marketing professionals, advertisers, industry partners, and media affiliates could work together for present and future deals.
There were product reel presentations of upcoming films and roadshows by both local and Hollywood film producers and distributors including: Star Cinema, Regal Films, Viva Films, GMA Films, Pioneer Films, Solar UIP, Warner Bros. Pictures, 20th Century Fox, Walt Disney, and Columbia Pictures.
There were presentations, seminars, and networking events with participating companies including Optima Digital, ABS-CBN, Optical Media Board, GroupM Philippines, AXN and Animax, Philippine Marketing Association, Hills & Associates Philippines, Christie, Scenema Concept, Cutting Edge, DTS, D-Cinema, SM Cinemas, and IMAX which provided educational discussions all geared towards the movie industry market. There were exchanging views on topics including consumer behavior, branded advertising, cinema advertising, varying markets, advertising partnerships, enhancement of the theater-going experience, new ideas in making movie services more valuable and profitable, piracy, and other insights about the issues facing the industry.
Closing each of the two-day event were special screenings of the recent local films “Dayo,” the first digital animation film in the country and entry to the 2008 Metro Manila Film Festival (MMFF), and “Jay," an award-winning and internationally-acclaimed independent film from Cinemalaya. SM also honored film producers, distributors, artists, and media partners in the 2008 SM Cinema Awards.

Cinema Rehiyon: Alter Nativo, the first national film festival solely focusing on films created outside of Metro Manila, opens at the Cultural Center of the Philippines (CCP) on Feb. 18 and will run until Feb. 21, 2009. In celebration of the Philippine International Arts Month, this four-day event will feature short and full-length films created by regional filmmakers and is open to all audiences for free.
A project of the National Commission for Culture and the Arts (NCCA) in cooperation with the CCP, Cinema Rehiyon is a non-competition film festival that aims to throw the spotlight on the film communities that are growing rapidly across the nation. It will feature the best and the brightest of the emerging filmmakers who are making movies in their own dialects, set in their own local towns and cities. The representing regions include: Bacolod, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, and Naga. There will also be sections to feature films from Central and Western Mindanao, as well as various parts of Luzon. Most of the films will be shown in Metro Manila for the first time. And there will be a series of panel talks to discuss the state of regional cinema and how it affects the state of national cinema.
The Philippines is a nation of many diverse cultures. Being an archipelago spanning thousands of islands with people speaking hundreds of different dialects, Cinema Rehiyon is a great opportunity for both the local filmmakers and the general audience to reach each other – which will hopefully lead to a greater appreciation of the kinds of cinema being made across the nation in terms of subject matter, content, style and genre. By drawing attention to the works of filmmakers in the provinces, there is further hope and inspiration on gaining a better understanding of the kind of cinema made across the country – films that reflect traditions, customs, and lifestyles of the Filipinos’ diverse cultural heritage.

Regardless of the kind of film you want to make, shooting a film requires a serious budget. Nowadays, the independent circuit has found refuge to a number of grant-giving bodies, financing institutions, and film outfits opening their doors to good funding opportunities for filmmakers.
National Commission for Culture and the Arts (NCCA)
The NCCA provides grants to artists, project managers, and organizations with various art programs and events including research, scholarships, festivals, and performance arts and visual arts events. The project proposals pass through different committees (for film projects – via the cinema committee composed of distinguished artists and media practitioners). Once approved by the initial committee, it goes up different levels until the Board gives its final approval. This grant-giving institution requires the proponent to have a detailed project proposal to defend to the committee and have a counterpart funding for the project to be implemented.
Film Development Council of the Philippines (FDCP)
The FDCP has been developed to promote and support the growth of the local film industry as a medium and uplift the aesthetic, cultural, and social values of the Filipinos. It also provides a directory of services together with other information about the local film industry for the users who may be a producer, filmmaker, film buyer, film festival organizer, patron, film student, or art/movie/film enthusiast. The FDCP establishes and implements a Cinema Evaluation System to develop incentives and reward systems for the producers based on merit to encourage the production of quality films. It also develops and promotes programs that enhance the skills and expertise of Filipino talents necessary for quality film production. The council invests funds and other assets in such activities or undertakings that promote the development of the film industry, including the production of films, the organization, operation, and maintenance of local and international film festivals and exhibitions, and similar film-related activities and events.
Cinemalaya Foundation
Every year, the Cinemalaya opens its competition to young and budding scriptwriters and filmmakers and gets the top 25 hopefuls as semi-finalists for the Cinemalaya’s feature-length film competition. The 25 semi-finalists are trimmed down to the top 10 best screenplays to be filmed with a seed money amounting to Php 500,000 for each film project. There is also a short film category where filmmakers can submit their finished shorts for screening by the jury and the top shorts will be part of the finalists for the said category as well. During the Cinemalaya Film Festival, the films in both categories are given their much-deserved exposure and vie for the various film awards.
Cinema One Originals
Now an annual competition for writers and filmmakers, the Cinema One Originals chooses the top five stories (yearly, a general theme required for the story is provided) from the entries and provides them with a seed money amounting to Php 1,000,000 each. Come festival season, the films are exhibited in a number of cinemas and they also vie for various film awards.
Cinemanila International Film Festival
This annual international film festival initiates projects such as the Boracay Co-production Meeting that provides opportunities for filmmakers to pitch their stories with hopes of getting funding for their films. Such a festival becomes a good venue for a number of pitching sessions, grant-giving projects, and sponsorships through a number of offers from local and international groups, producers, and film committees.
Non-government organizations
For some non-government organizations, there are media programs in which producing a film becomes a project effectively coinciding with their goals. A good example is last year’s Gawad Kalinga (GK) film entitled ‘Paraiso: Tatlong Kwento ng Pag-asa’ to promote the noble vision and mission of GK through the film medium.
Film outfits open to pitching stories and scripts
There are film outfits and producers (mainstream and independent) opening their doors to pitching sessions for writers and filmmakers. Nowadays, the options for filming have become more diverse as films now can either be shot digitally or shot on film. The cost of shooting digitally provides better management of production budget allowing more choices and ways to maximize resources for both the producers and the filmmakers.
International institutions and film producers
There are international grants and producers that come to our shores every now and then, and doing extra effort to write project proposals to them especially when they open up for their specific media needs and their film projects becomes another good option. Fine examples of which include the Hubert Bals Fund of the Rotterdom International Film Festival, UNESCO film projects, and Bigfoot Entertainment film projects. They usually announce their film grants and pitching sessions through film and art e-groups, newspapers, magazines, and other venues.
These grants, pitching sessions, and competitions are very competitive. It takes either a top-caliber story/script or exceptional credentials of the filmmaker or both. At times, it takes some sheer luck and some PR skills too in order to climb up the ladder, and at the least, get the chance to pitch the story or get into the final roster of filmmakers to receive the grant/s.
Another way to come up with enough production budget is by knowing the right people, groups, and institutions who can lend you the resources you need – along with some personal funding you can get through your savings or your extra ‘rakets’ with your talent fees dedicated for your film (and most of the time, even though you have a grant or an independent producer, you still need to shell out some personal funding and do extra efforts to seek sponsors and x-deals). Sometimes, there are opportunities for concepts and stories coinciding with a season or an event that you can take advantage of in order to get subsidy for your film. Or perhaps, there can be simple, minimalist concepts for a film that you may actually produce yourself.
If you’re a budding artist starting to break in, the struggle may be really tough, but it’s all about hard work plus knowing the right people, groups, and institutions, and coming up with good initial works to back you up in building your credentials. It’s may be a chaotic world out there, but that’s the way it goes… if you are determined to fulfill your dream, you have to struggle until you finally reach that goal.

The council invests funds and other assets in such activities or undertakings that promote the development of the film industry, including the production of films, the organization, operation, and maintenance of local and international film festivals and exhibitions, and similar film-related activities and events.
Cinemalaya Foundation
Every year, the Cinemalaya opens its competition to young and budding scriptwriters and filmmakers and gets the top 25 hopefuls as semi-finalists for the Cinemalaya’s feature-length film competition. The 25 semi-finalists are trimmed down to the top 10 best screenplays to be filmed with a seed money amounting to Php 500,000 for each film project. There is also a short film category where filmmakers can submit their finished shorts for screening by the jury and the top shorts will be part of the finalists for the said category as well. During the Cinemalaya Film Festival, the films in both categories are given their much-deserved exposure and vie for the various film awards.
Cinema One Originals
Now an annual competition for writers and filmmakers, the Cinema One Originals chooses the top five stories (yearly, a general theme required for the story is provided) from the entries and provides them with a seed money amounting to Php 1,000,000 each. Come festival season, the films are exhibited in a number of cinemas and they also vie for various film awards.
Cinemanila International Film Festival
This annual international film festival initiates projects such as the Boracay Co-production Meeting that provides opportunities for filmmakers to pitch their stories with hopes of getting funding for their films. Such a festival becomes a good venue for a number of pitching sessions, grant-giving projects, and sponsorships through a number of offers from local and international groups, producers, and film committees.
Non-government organizations
For some non-government organizations, there are media programs in which producing a film becomes a project effectively coinciding with their goals. A good example is last year’s Gawad Kalinga (GK) film entitled ‘Paraiso: Tatlong Kwento ng Pag-asa’ to promote the noble vision and mission of GK through the film medium.
Film outfits open to pitching stories and scripts
There are film outfits and producers (mainstream and independent) opening their doors to pitching sessions for writers and filmmakers. Nowadays, the options for filming have become more diverse as films now can either be shot digitally or shot on film. The cost of shooting digitally provides better management of production budget allowing more choices and ways to maximize resources for both the producers and the filmmakers.
International institutions and film producers
There are international grants and producers that come to our shores every now and then, and doing extra effort to write project proposals to them especially when they open up for their specific media needs and their film projects becomes another good option. Fine examples of which include the Hubert Bals Fund of the Rotterdom International Film Festival, UNESCO film projects, and Bigfoot Entertainment film projects. They usually announce their film grants and pitching sessions through film and art e-groups, newspapers, magazines, and other venues.
These grants, pitching sessions, and competitions are very competitive. It takes either a top-caliber story/script or exceptional credentials of the filmmaker or both. At times, it takes some sheer luck and some PR skills too in order to climb up the ladder, and at the least, get the chance to pitch the story or get into the final roster of filmmakers to receive the grant/s.
Another way to come up with enough production budget is by knowing the right people, groups, and institutions who can lend you the resources you need – along with some personal funding you can get through your savings or your extra ‘rakets’ with your talent fees dedicated for your film (and most of the time, even though you have a grant or an independent producer, you still need to shell out some personal funding and do extra efforts to seek sponsors and x-deals). Sometimes, there are opportunities for concepts and stories coinciding with a season or an event that you can take advantage of in order to get subsidy for your film. Or perhaps, there can be simple, minimalist concepts for a film that you may actually produce yourself.
If you’re a budding artist starting to break in, the struggle may be really tough, but it’s all about hard work plus knowing the right people, groups, and institutions, and coming up with good initial works to back you up in building your credentials. It’s may be a chaotic world out there, but that’s the way it goes… if you are determined to fulfill your dream, you have to struggle until you finally reach that goal.
